PCG, from what I could understand, if you're certain that you're done menstruating and only have to take ghusl, then you should do sehri and make ghusl in time to pray Fajr. However, if one is still unsure or knows that she is not done menstruating then she shouldn't do sehri hoping that it'll end sometime during the day.
