There is a concept in Arabic grammar … When one sentence uses the ism’ul’ishara … Then it has a context to a previously mentioned verse.
The ism’ul’ishara is the “word that replaces the subject and points out the subject by using a previously mentioned target”
so the people being talked about regarding “those who have taqwa” are the same people being spoken about here … The successful ones.
