I think they asked CAA for permission to demolish the wall, but were not allowed.
That is the difference between thugs ruling from Islamabad and dictator, as when army realised that terrorist brother of Lal-building were holding children who may like to escape, they endangered their lives and broke the wall of Lal-building at various places by mining the wall (they could have done that with big guns, but it could have killed many hostage children of terrorist brothers), so that whoever wants to escape can escape.
While mining the wall, one commando officer got Shaheed too from the firing of terrorists hiding in Lal-building … but for army rulers of that time, lives were more precious … more precious than endangering the lives of army officers … but for this thug ruler Nawaz, assets are more precious, so he decided to save the assets and let the people die.
