General Kiyani's new policy will be to put more soldiers on Pakistan's streets; something Musharraf avoided because he didn't want to appear to be running martial law.
I can sorta see what you're saying, but this statement I'm laughing at says that they had police hired to guard units. Doesn't talk about patrolling security on the streets of Pakistan alongside or in substitute of Pakistani foot soldiers. I'm taking it to read quite differently.
