Could it be Awais Tappi (foster brother of Zardari) who has been virtually ruling Karachi during the past five years? He can rule Karachi directly this time around.
Its one of the same thing Qaim or Tappi.

I hear that a lot of people are drooling over this project. News of rifts within MQM are an indication of the same struggle for a greater share in this project.
ECC approves revival of Karachi Circular Railways
The ECC which met here under the chairmanship of Minister for Finance and Economic Affairs Dr. Abdul Hafeez Shaikh was informed that Japan International Cooperation Agency (JICA) has already agreed to provide 93.5pc ($2.4 billion) of the estimated cost through soft loan at a markup of 0.2pc payable in 40 years including 10 years grace period. The remaining 6.5pc ($169.6 million) will be borne by the Ministry of Railway (60pc equity), Government of Sindh (25pc equity) and the City District Government Karachi (15pc equity); the stakeholders of KUTC as per their share.

yes i was thinking about that. and looking at bumpy ride of previous Sindh govt of PPP+MQM, i think this time zardari would want someone like memon/mirza. mirza is out of question but memon is one of his league men

MQM has been repeatedly saying that next CM Sindh will be from MQM, lets see. I don’t think after losing all of the Pakistan, Zardari would want to let go Sindh as well.

Sources in the PPP say Shah’s name was first floated as a possible speaker of the Sindh Assembly during a high-level meeting in Bilawal House. Shah objected, saying “I cannot properly hear. It will be difficult for me to handle the session,” He then proposed Nisar Khuhro as speaker. “Khuhro will be fit for a second consecutive tenure as Sindh Assembly speaker,” he said.

I thought Tappi was going to be a sure shot candidate for that. But he has a hard line against MQM so maybe thats why he was not nominated for that.

btw. Wassan sab k liye Shah sb abhi tuk youth hi hayn. Why not make Qaim Ali shah president of PPP youth wing? 
on a serious note, PPP will be wiped out from Sindh too if they keep repeating same mistakes as previous tenure.
