It is more about what gets you vote.
In rural Sindh, it depends on how influential landlord you are and in urban Sindh it depends on how much you can exploit 'hate' based politics towards other ethnicity. You just have to tell the people how 'evil' the other person is because he/she is urdu speaking, punjabi, sindhi, pathan, etc. The 'congratulatory' message from AH to NS after the elections is a classic example.
You cannot do that in Punjab. Except for some areas where you can do politics on sectarian basis, you cannot do much of ethnic based politics. Punjab was core support area for Bhutto Sb. Benazir received a lot of support from Punjab. A lot of people in Punjab welcomed Musharraf. And now PML(N) has established a base there. People do not have a choice based on ethnicity and therefore easy for them to not vote for you if you do not fulfill expectations.
Shahbaz Sharif has found the key. People like him 'visible' and doing 'visible' projects, even though there is zero performance in terms of legislation and development of institutions.

How many laws has Punjab Assembly passed (the main job of a government)? Constructing emergency departments in hospitals is NOT directly a government's job. Their job is to make laws and make sure people abide by those laws.
How much devolution or powers and responsibility has happened? God forbid, if SS is sick, the whole province would slow down! Districts should be run independently and plan their own future independently.
How much independent and transparent is IG Police, Chief Justice, Accountant General, Revenue department, Education and Health department? As of now, everything is under SS control. Not a good governance system.

It is SO transparent and independent that after Lahore-PAT saga top police official gave statement that police personnel can't be arrested because they did so under orders.
