Porter Goss seemed to be another one of those close Bush allies, but his resignation yesterday has been confusing. Of course after a big step is taken bubbles rise making it seem obvious. Some reports say big scandals may be uncovered soon. Wonder what’s up…

I Dont think he is “retired” from USAF. He was promoted to the rank of General in 2005. Since 2005 he has served as Negroponte’s chief deputy after being nominated by Bush. Before that he was the director of NSA (No Such Agency).
He is all set to be nominated by Bush to be the CIA director after Goss’s resignation (pending Senate confirmation).
Hmm thanks 5Abi, I too had wondered whether he was still serving, I had assumed he may've been retd due to his high profile intelligence role.
But this procedure is rather confusing, can a serving military officer be appointed to such a post according to US norms?
He was a Lt. General in USAF while serving as the Director of NSA - the super-duper high tech intel agency. All this was before 9/11. I guess this answers your question about being a norm.
