- It sends the sign that you aren't a priority to that person.
- Usually the "offender," has to apologize or the "victim," has to address the issue first, and demand the apology.
Whichever side realizes the problem and is motivated enough to rectify it.
Perhaps. If it's common place a person could be affected by it. Being isolated and lonely usually isn't a good thing, unless you're a hermit!
