However the number of patents registered by these "sarkari science-daans (government scientists)" is very low compared to US.

EU is the new economic superpower - they invest in education and production, we invest on being a military power. Imagine an American vacation where the couple gets money from Household Finance, grabs a coffee at Dunkin' Donuts, fills up at Amoco, gets a quart of Qaker state oil for the car, a can of Alpo for the dog and stays at a Holiday Inn - - - all American vacation - all European companies. Most of the things you use in America are actually owned by European companies, but you never realize that.
It all depends on who you talk to. This weekend I met with an economist from Pakistan who was trying to convince me that Pakistan economy was growing faster than US (believable to a degree). But then when mentioned some other things where he tried to picture pakistan as more developed than US, I was like O-O-OK You are right Sir, anything you say sir, yes sir, right on.
All perspectives, as far as stats are concerned they can be very misleading. Rudy Guiliani himself hated stats because it screwed him up when it came to police brutality (in general) but the statistician left the good marks that he was supposed to get when it came to general law and order.
