Indias economic progress and vast market have made Americans and other come knocking on Indias door. Pakistan lacks the same economic progress (has some but its negated by the war on terror) and thus intrest is limited to pressuring Islamabad to control religous fanatics. Thus, Pakistan has to beg other countires who see no intest in it, while Indians no longer need the begging bowl since they are able to attract people to them.
The fact that Pakistan is a Muslim country make it very difficult to get investment, except from some other Muslim countries.
