ISLAMABAD: Chinese government on Thursday approved the immediate execution of 14 power projects that will generate upto 10,400 megawatts (MW), work on which will be started immediately and put into operation by the year 2017-2018.

Congratulating his energy and economic team on approval of the Chinese government for constructing 14 power projects, Prime Minister Nawaz Sharif said that this gesture of the Chinese government manifests the deep cordial relations the country has with Pakistan as well as showing the confidence of the international community in the policies of government.

Expressing his pleasure over the fact that Memorandum of Understandings (MoUs) that Pakistan had signed with China in the recent past are now being translated into on-ground projects , the premier expressed the confidence that this massive addition to the power sector of the country would prove immensely beneficial in overcoming electricity shortage.

Nawaz said that the move is a part of the government’s energy road map which aims at ensuring provision of cost effective electricity to the masses.

Our desire and focus is on removing unemployment, eliminating power shortage and bringing economic prosperity and we will stay the course, said premier.

The projects that were approved for the immediate execution by the Chinese government include:

In addition to above mentioned power projects, a few other power generation projects totaling to 6,445 MW which would be completed in the second phase on fast track basis.

ISLAMABAD: Prime Minister Nawaz Sharif said on Thursday that he was glad the Operations Agreement relating to the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline had been signed with a resolve to complete the project by 2017, adding that the pipeline was part of Pakistan’s energy security plan.

In a meeting with the Vice-Premier of Turkmenistan Rashid Meredov and Nawaz at the PM House on Thursday, the premier said Pakistan wants a strong economic partnership with Turkmenistan.

“The focus of our foreign policy is on peace for development, and the main thrust of our engagement with Central Asia is on trade, investment, energy, connectivity and culture,” Nawaz said.
The premier said completion of the TAPI gas pipeline project was of high priority, adding that it envisages the transportation of 30 billion cubic meters of gas to Pakistan via Afghanistan.

“We are glad that the Operations Agreement has been signed and all parties have showed their resolve to complete the project by the target date (ie 2007),” the premier said, adding that the project is part of the energy security plan of Pakistan’s government.

Pakistan also hopes to import nearly 1,000 MW of Turkmen electricity.

Both sides expressed hope to finalise arrangements as soon as possible.

Nawaz said he hoped to visit Turkmenistan later in 2014.
Advisor the Prime Minister on National Security Sartaj Aziz, Minister of Finance Ishaq Dar and Minister for Petroleum & Natural Resources Shahid Khaqan Abbasi also attended the meeting.

Meredov separately met with Dar and held delegation level talks with Aziz, Special Assistant to the Prime Minister Tariq Fatemi and foreign secretary Aizaz Ahmad Chaudhry at the Foreign Office.

When running a fiefdom, one expects little to no opposition, because emperors are used to passing orders, without putting any thought into them.

ALl major power projects have been awarded to chinese 'investors'. Guaranteed return on coal plants is around 30% on the dollar, and to think that back in 1998, PMLN went to the supreme court to challenge PPP's decision of awarding IPP contracts at 15% return. As we stand, govt does not have the ability of paying the 15% return to IPPs, hence the ballooning circular debt. Hate to imagine what the situation will be once the payout is twice as much.
Secondly, the timing of this announcement, and many others like it, are solely to promote PMLN in response to the long march. So not sure how much weight all these announcements carry anyway.

Never quite understood the concept of 'siyasi yateem'. Does that mean a political party without a father/patron? as opposed to one with multiple fathers, like say, Gen Gilani, Gen Zia etc?

TAPI project is dependent on good law and order situation In Afghanistan and Pakistan. Is Pakistan doing anything to improve the distribution and transmission systems ?

30% guaranteed rate. wow what shrewd deal for Chinese. Chinese were smart to not peg this deal on rupee. As interest rate in usa start going up next year, rupee could be around 150 with this level of corruption from NS. I am sure there were kickback to friends and family to make the deal palatable for Pakistan's rulers.

kabul - Several south Asian countries are making remarkable efforts to overcome their energy shortage, which they are currently facing or which they expect to face in the next years.

For the past several years, Afghanistan, Pakistan and India had been suffering from a dire energy crisis because these countries did not increase its energy capacity.

This is not only affecting different sectors of the economy, but also diverse segments of society as well as the relation between these countries.

Tapi’s route may serve as a stabilizing corridor, linking neighbors together in economic growth and prosperity. The road ahead is long for this project, but the benefits could be tremendous and are certainly worthy of the diligence demonstrated by the four countries so far.

By 2040 Afghanistan population will grow thrice and the need for energy will also significantly increase in the country, Khaama Press reported.

In 2050, Pakistan’s electricity requirements will grow three-fold. If sufficient resources are not allocated and utilized effectively and efficiently, the energy crisis will further aggravate.

The Modi’s government is also working to increase the capacity of its energy sector and preparing proper and on time power to the people which was one of Modi’s promises to the Indian nation during his electoral campaigns in 2014.

Therefore, it is required to analyze the accessible choices to import energy from the neighboring countries in order to meet the current and future energy needs of the 3 south Asian countries.

TAPI is the pipeline that could keep the peace in Afghanistan, according to the afghan government. In South Asian region, Pakistan and India are the two major energy consumers and they are getting increasingly dependent on imported oil and natural gas. Liquefied natural gas is an expensive source as compared to the mechanism of gas pipelines, which costs in the range of $16 to $18 per million British thermal units.

The Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline is a major project being pursued, which would be the beginning of a new era of cooperation and interconnectedness at the regional level. The 1,800-km-long pipeline is to begin from Turkmenistan’s Dawlatabad area’s Galkynysh field. It holds estimated gas reserves of 16 trillion cubic feet. From the field, the pipeline will run to Farah, Herat, Kandahar and Helmand provinces of Afghanistan, before entering Pakistan.

It will reach Multan via Quetta in Pakistan, before ending in Fazilka India. It will have the capacity to transfer 90 million standard cubic metres gas a day for a 30-year period and would be operational in 2018. However, unfortunately, the prevailing geopolitical scenario in the region has put a question mark on the commencement and completion of TAPI.

As part of this unstable political relation between Pak, India and Afghanistan is the main reason of delay in completion of this vital project.

From the Afghan prospective TAPI gas pipe-line project needs to be materialized at a faster pace in order to meet the energy requirements and to cope with the energy crisis of Pak, Afghanistan and India. The US, Turkmenistan and the world community share a common interest in a stable and secure Afghanistan. Initiatives like this contribute to Afghanistan’s development. Pakistan, through the TAPI project, would receive 1.365 billion cubic feet of gas per day (bcfd), India would get 1.365 bcfd and Afghanistan will receive 0.5 bcfd through Turkmenistan.
Afghanistan will annually receive $450 million under this agreement.

It is a vital project for the country as it would generate employment for thousands of Afghan youth. For the purpose of safeguarding the pipeline, around 6,000 Afghan Security Forces will be deployed. The US and its allies want Pakistan to step down from the IP and pursue TAPI because the main financial control over Turkmenistan gas reserves lies with giant western companies. The US has been opposed to the Iran-Pakistan gas pipeline because of Iran’s nuclear programme, which is at the heart of international controversy. Against this backdrop,
TAPI has got intense support from the US for the recent operational agreement between the four countries.

It is an ideal scheme between these countries to overcome their respective energy shortages. The US interest was very deep in reaching the agreement because of the award of the multi-billion-dollar project to two US firms. China also expressed interest in becoming part of the TAPI pipeline project. The extension of the pipeline to China through Gwadar will give a boost to economic activities in Balochistan. The pipeline will connect a wider region if Bangladesh formally joins it.

While TAPI seems extremely attractive in theory, there are some serious challenges that have to be overcome by the countries involved. Even if there is international support and financing for the project, security is difficult to guarantee.
TAPI has economic and geopolitical significance, subject to improved security situation in Afghanistan and law and order situation in Balochistan. The prospects for the Iran-Pakistan-India pipeline project are bleak due to several international compulsions, particularly strong US objections. Therefore, the stakeholders of TAPI should make a combined endeavour for the construction of this pipeline.

This project will bring regional stability that will ultimately lead to peace and prosperity. TAPI has the potential to create a joint economic ring in the region and, in the long-term, the economic profits will guarantee regional security.

TAPI provides plausible economic opportunities to, Afghanistan India and Pakistan. It may transform India-

Pakistan and Pakistan-Afghanistan relations by enhancing interdependence in the energy sector and the economic field.

Due to more economic opportunities, new markets will be opened for landlocked Turkmenistan as it can extend its exports to the east where there is a remarkable demand for energy.

As in 1997, TAPI’s construction will require the assent of the Taliban, which is currently fighting in Herat, Helmand and Kandahar along the proposed TAPI route. As for TAPI’s benefits for the Afghan population, Afghanistan remains one of the world’s poorest and least developed countries, where two-thirds of the population lives on less than $2 a day. In a country notorious for corruption, there is little doubt where much of the transit fees will wind up.

Implementation will be the key again. The problems are too much for any single party to overcome, but if anyone can deliver than PML N can. Building power stations is fine but the transmission system also needs to be fixed. New transmission lines and grid stations need to be built.

Proposed LNG terminal: government decides to build pipeline from Nawabshah to Gwadar

Pakistan has decided to construct a 711-km gas pipeline from district Nawabshah to Gwadar to connect the proposed Liquefied Natural Gas (LNG) terminal which would also be extended by 71-km towards Iranian border for transportation of gas under Iran-Pakistan (IP) gas pipeline project, provided the US sanctions against Iran are lifted, Petroleum Ministry officials said.

According to a senior official of the Petroleum Ministry, Pakistani authorities have informed the Iranian government that Pakistan is going to initiate the laying of 711-km of pipeline from Gwadar to Nawabshah as a part of the LNG import project, whenever the US sanctions on Iran were lifted, the pipeline would be extended by 71-km to Iranian border in a bid to transport the gas.

“Whenever the US sanctions are lifted, the Nawabshah-Gwadar pipeline will be extended from Gwadar to MP 250, a point at Pak-Iran border for the import of Iranian gas,” the official added. Replying to a question regarding the penalty clause of the IP project according to which if Pakistan failed to complete it by the end of December 31, 2014 an amount of $3 million as penalty would be paid to Iran, the official said the step of constructing the pipeline has been taken to avert the penalty.

Pakistan has already invoked the clauses pertaining to force majeure written in the agreement in view to the US sanctions that have factually impeded Pakistan from initiating the laying down of the pipeline. He said that there are international sanctions on import of natural gas from Iran. He cited a recent example that a fine of about $9 billion has been imposed on the largest French bank, BNP Paribas, because of its financing transactions with Iran and other countries in violation of the US-imposed sanctions.

Despite the eagerness expressed by successive Pakistani governments for the project, no government has been able to move ahead. Pakistan faces a daily shortage of about 2 Billion Cubic Feet per Day (BCFD) of natural gas. The medium-term solution to this problem is import of gas through pipelines or in the form of liquefied natural gas (LNG). Although the outgoing PPP government held ground-breaking ceremony of the IP project in early 2013, no tangible development has been made related to work on the project.

The ministry has prepared a summary to be sent to the next meeting of the Economic Co-ordination Committee (ECC) of the cabinet, seeking permission for the construction of a LNG terminal at Gwadar port with the capacity to handle up to 1 Billion Cubic Feet per Day (BCFD) of LNG to deal with the prevailing serious energy crisis. As per plan, the IP gas pipeline project Pakistan would import 750 Million Metric Cubic Feet per Day (MMCFD) of gas from Iran’s South Pars gas field on the Pakistan-Iran border, where Iran has almost completed the construction of pipeline, while Pakistan as yet is unable to start build the pipeline.

Companies from China, Japan and Russia have shown an interest to build the LNG terminal at Gwadar port and lay down the pipeline, he said. After the ECC approval, “We will try to get this project included in the list of early harvest projects to be pitched before China for funding and completion of the project.”

The pipeline will require $1 billion and over $2 billion will be needed to construct the terminal with LNG handling and re-gasification facilities and to erect large LNG storages facilities. "This will be the second LNG terminal as the first fast track terminal is being constructed by Engro’s Elengy Terminal Pakistan Limited (ETPL) at Port Qasim, which is scheduled to be completed by March 31, 2015.
