There are many problems facing the agencies who need to deal with these issues. The workers are underpaid and overworked - they are gov't workers and its our taxes that pay their salaries. Needless to say, its an overburdened beaurocracy where the workers are stressed out, overworked and underpaid. There are so very, very many children who need placement that the workers focus more on placing children who have nowhere to go than on children who are already placed. Becoming a foster-care parent is a tedious, almost endless task but once you get thru it, you get about $2k US per month per child and once you've been approved, its very easy to increase the number of children under your care. It is a very horrible thing, and I really havent got a good idea for a solution at this point....but that is the state of affairs, sad as it is. Once a child is placed, the child is just about forgotten as far as the state goes beacuse the case workers have so many more who are languishing in state hospitals or homeless shelters or stuck with abusive parents.
