1) In my hometown, if you called someone like you did above on face..you'd be jailed for just one complaint and even with no witness, without bail..I am not saying it doesn't happen..but it is confined to rural india which is changing as well..
2) I went to a good repute engineering college..there was open entrance for anyone(no discrimination) to appear in the test and we had people with low economic background(mostly from casts you talk about) studying with us as one of us without fee and with reservation..
3) If you look up closely you'd find cases where in students from village topped a premier engineering college and they were given special incentives..
I am not saying problems do not exist..the problem is worsened with the population that we have..but there is hope and it takes time but we're improving...
