You can’t give a reference for what is not present in Hadith … The general ruling is that we can groom ourselves as men in a way that does not make us resemble a woman … and what is not specifically written it is to be taken as allowed, so long as it is not being done out of a sense of religious devotion.
I have not come across chest hair shaving being forbidden … It does not resemble women although women have less, hopefully no chest hair … it does not mean imitation of them because some men have very little chest hair …
I would err on the side of its permissibility …
