You can't give a reference for what is not present in Hadith ... The general ruling is that we can groom ourselves as men in a way that does not make us resemble a woman ... and what is not specifically written it is to be taken as allowed, so long as it is not being done out of a sense of religious devotion.
I have not come across chest hair shaving being forbidden ... It does not resemble women although women have less, hopefully no chest hair ... it does not mean imitation of them because some men have very little chest hair ...
I would err on the side of its permissibility ...
