Russia already did its "final" attack on Chechnya in 1999. The current occupation is the biggest military operation the Russian Federation has carried out since the break up of the Soviet Union.
Despite occupying all population centres in Chechnya, and being able to sweep through the countryside at will, the Russian army has been unable to defeat the Chechan mujahideen.
Putin has flooded Chechnya with troops before, and failed to defeat the mujahideen. He already had an excuse to send more troops to Chechnya before, in 1999, he did it, he then found it politically useful to declare victory and pull them back. He doesn't need an excuse to send more troops, he has been able to do that at any point that he likes in the past since 1999.

All the Chechens are so heavily trained like US Marines, they have such high tech equipment which is usually used by the western special forces and that intelligence, it allows them to move anywhere in the country of 17 million square kilometer and target anything they like...
My point is as long as the West supports the Chechens (quitely like they are), the Russians will just get weaker and weaker economically and militarily...
This is just putting too much shame on Russia at the moment... the soldiers of the former super power are nothing more than a sitting ducks for the Rebels.

The attacks were in Muslim populated areas, true, but the facilities that were attacked were Russian government positions (staffed by Muslims, true, but still instruments of Russian authority over Inguishetia).
