So you want to say that if people did mistakes in past for choosing parties not having specific policies for solution of their problems, it means they again repeat this mistake when choosing a new option.
When we are hearing change slogans, then the party which is chanting such slogans should also know:
Hum hain nae andaaz kiyun ho purana?

this demand of a detailed "policy" and a work breakdown structure of how he will fix this and that, is a childish demand in my opinion.
he gave highlights, mentioned the course he will take, start with eradicating major corruption first, fixing law and order situation, both of these along with some reforms in agriculture and industrial sector along with power, will result in stronger economy. he also mentioned education, but said it will take longer than the above, its true (not taking the step but seeing the results).
and last time in lahore jalsa he mentioned that the plan/policy they give in public, noon league starts copying it. this time if he gives a detailed plan before the administrative power of current govt is nullified (either by interim govt or current govt completing its tenure) they will start "emulating" that they are doing exactly what IK says he will do if he come to power, so whats the point of bringing him to power if we are already doing it. and when they are selected again, they will go back to their usual loot khasoot.

So there are two points.
(1) IK don't want to make his policies (or give hints) because they will be copied by current Govt and they will use that jewels for the benefit of people to get elected for next time. This means IK just wants to take credit for himself and doesn't care if something good (based on his policies) is delivered to public by another party.
(2) It is assumed that current governments will only work for getting elected next time. So their intentions are known. Now when people come and criticize on IK's teams (lotas) intentions, then it will be defended with the reasons like IK has some karamaat to handle these corrupt and already tested blood suckers.
