KARACHI: Two more liquefied natural gas (LNG) terminals will be set up at the Port Qasim with a cumulative capacity of one billion cubic feet per day (bcfd), the Port Qasim Authority (PQA) said on Tuesday.
Speaking at the Federation of Pakistan Chambers of Commerce and Industry (FPCCI), PQA Chairman Agha Jan Akhtar expressed hope that the addition of these terminals would help end the shortage of gas in the country.
Of the two, the Fauji Foundation will build a terminal with a capacity of 600 million cubic feet (mmcfd) while the second terminal of 400mmcfd capacity will be built by a Gulf emirate investor.
Downplaying the opposition and criticism surrounding the import of LNG, he said Singapore met up to 70 per cent of its energy requirements through LNG imports.
He added that a coal terminal at the port would also start functioning by the end of this year and it would cater to the needs of power plants located at Port Qasim only.
However, he said that a 1320-megawatt, coal-fired power plant at Sahiwal would be given special right to use the terminal. He added that four million tonnes of coal would be needed daily to run this plant for which five cargo trains loaded with coal would be operating from the port to Sahiwal.
The PQA chairman said Pakistan Railways have already entered into an agreement with a Chinese company for buying wagons needed to haul coal from Port Qasim to up-country areas.
“The Port Qasim has become the lifeline of the country from where energy-related infrastructure and supplies would meet the country’s needs because a power plant of **1,320 MW **at the port would start functioning by December 2017 and another power plant with 660MW by March 2018,” he said.
Two Pakistani private companies — Lucky and Siddiqsons — were also setting up power plants at Port Qasim with a capacity of 330MW and 600MW, respectively, he added.

Appreciating the turnaround achieved by the Pakistan Railways, Mr Akhtar said that up to last year only five cargo trains used to move out from Port Qasim per month. However, three cargo trains were operating from the port daily at present, he said.**
The chairman said that increased handling of containers by Qasim International Container Terminal (QICT) at the Port Qasim and functioning of LNG terminal helped increase port’s revenue from Rs7 billion a year to Rs12bn.
On the complaints of FPCCI members about land issues, the PQA chairman suggested that a committee should be set up for sorting out the issues because the port authorities would give land to only genuine investors.

**KARACHI: **Engro Corp plans to build a second LNG terminal with a capacity of around 400 to 600 million cubic feet a day, in a move that seems to convey its strategic expansion in the energy sector, while holding back its traditional fertiliser business.
The company is hoping that with economic revival, there will be greater demand for energy.
Therefore, the company plans to build a 450MW LNG power plant worth $700 million. The statement stated that the Karachi-based company would be looking for a private investor for constructing its second LNG terminal, as per the company’s CEO Khalid Siraj Subhani.
He further stated that Engro was also looking to invest overseas in energy and fertiliser after the firm sells stakes in the existing businesses. Subhani said that there are many elements that the company was working on, but the overall shift would be towards energy.
As per Arif Habib Group’s analyst Tahir Abbas, the country’s generation capacity stood at 16,000MW while the excess demand peaks at around 5,000MW in the summer. This deficit has been the focus of Engro’s management, as it seeks to turn the crisis into an opportunity. Incentivised by favourable policies, the company slowly diversified as opportunities in the energy sector showed up.
The statement pointed out that Engro was also part of a joint venture to produce 660MW of electricity from plants that will be built and start around June 2019. This would be the very first time that coal from Thar deposits would be used to fuel a power plant, since coal extraction is an expensive task especially for a tricky terrain like Thar, and it was thought to be all but impossible till collaboration between the Sindh Government and Engro Corp proved otherwise.
The company plans to double production and coal mining in the second phase of the project. Construction had started with 200 Chinese workers on site for the $2 billion project, said Subhani.
The project, part of China-Pakistan Economic Corridor plan announced last year, includes nearly $820 million loans from Chinese banks.

Eight Wind projects to start supply 429 MW shortly
**As many as eight wind projects of 429 MW have already achieved financial close and would start generation in 2016.
**According to an official sources these projects included Yunus Energy Ltd (50 MW), Metro Power Company Ltd (50 MW), Tapal Wind Energy Pvt Ltd (30 MW), Gul Wind Energy Ltd (50 MW), United Energy Pakistan Ltd (99 MW), Hyrdro China Dawood Power (50 MW), Master Wind Energy (50 MW) and Tenage General Ltd (50 MW).
Similarly, some 21 wind projects with a cumulative capacity of 1012 MW are at different stages of development and are expected to be completed by 2018.
Some of these projects which would start supplying power to the system included Jhapmir Wind Power (50 MW), Hawa Energy Pvt. Ltd (50 MW), China Sunec Energy (50 MW), Three Georges Second Wind Farm (50 MW), Three Gorges Third Wind Farm (50 MW), Tricon Boston Consulting Corporation (50 MW), Western Energy Pvt Ltd (50 MW), Burj Wind Energy (14 MW), Hartford Alternative Energy (50 MW), Zephyr Power (50 MW), Shaheen Foundation (50 MW), Trans Atlantic Energy (50 MW), Norinco International Thatta Power (50 MW), Avt 2 Wind Ltd (50 MW), Artistic Wind Power (50 MW), Harvey Wind Power (50 MW), Zulikha Energy (50 MW), Gul Ahmed Electric (50 MW) and Din Energy (50 MW).
As many as 36 wind power projects having a cumulative capacity of 1797.4 MW are at different stages of development while six projects have already been supplying electricity to the national grid.
FFC Energy Limited is supplying 49.5 MW, Zorlu Enerji Pakistan (56.4 MW), Three Gorges First Wind Farm Pakistan and Foundation Wind Energy each (50 MW) and Sapphire Wind Power Company (52.8 MW) to the national grid system.

Work to start on 3rd unit of Karachi K3 nuclear plant
Construction is expected to start next month on the third unit at the K3 plant-the Karachi nuclear power plant using a reactor developed by China National Nuclear Corporation.
The plant is being built by CNNC using Hualong One, its own third-generation nuclear reactor design.
CNNC spokesman Pan Jianming said on Monday it is the second nuclear power project in Pakistan to use the Hualong One technology, after construction started at the K2 plant in August last year.
“Hualong One was developed based on very mature technologies and the project is going very smoothly. It will help ease power shortages in the Karachi region after completion,” Pantold a forum in Fuqing, Fujian province, where the Hualong One pilot project is based.
The cooperation is expected to include technical and training services, in a country that has yet to develop any nuclear power stations.
China National Nuclear Power, a CNNC subsidiary, currently has 14 nuclear reactors in operation, with 11 under construction in China.

ISLAMABAD: Projects worth $30 billion out of a total portfolio of $46 billion have been initiated in the last one year, said Minister for Planning, Development and Reform Ahsan Iqbal, adding that there was no bureaucratic hurdle in the implementation of China-Pakistan Economic Corridor (CPEC) schemes.
**The financing arrangements for $30 billion CPEC projects are either finalised or are at various stages of approval, said Iqbal while addressing a press conference a day after the National Economic Council (NEC) meeting.
The minister said that most of the $30 billion active portfolio is in the private sector while financing agreements of road infrastructure projects of the public sector have also been signed.**
Iqbal said that making $30 billion CPEC portfolio active in a limited period of one year was a big success for the country and it shows that there were no bureaucratic hurdles in the way of swift implementation.
Iqbal’s comments came amid pressure to set up a CPEC authority for swift implementation of the projects that started under Chinese president’s strategic initiative, One-Belt One-Road.
The purpose of the proposed CPEC authority is said to fast-track approvals and monitoring of these schemes. However, the federal government has already turned down the request on the ground that it would add another bureaucratic layer.
Iqbal said that Gwadar port projects including New Gwadar International Airport and Eastbay Expressway have been forwarded to the Chinese side for financial approval. He hoped that this process would be completed in the next three months and work would begin soon.
According to Iqbal, the government has allocated Rs 125 billion ($1.2 billion) for carrying out work on CPEC schemes during the new fiscal year 2016-17. “However, the allocations remain far less than the actual requirements.
“An amount of Rs60 billion has also been allocated for two LNG-fired power plants being set up in Punjab,” Iqbal added, hoping that these two projects would be completed by May next year.
He said in the last three years, 610 projects costing Rs 747 billion have been completed. The minister said that the 1,320MW Port Qasim power project would be completed by September next year while the Thar Coal mining projects would be operational by 2018.
To a question whether Chahbahar Port of Iran was a threat to Gwadar port, the Minister said that Pakistan does not feel threatened by any project.

PSDP review**
For the outgoing fiscal year, the federal government had allocated Rs700 billion for PSDP spending while the four provinces allocated Rs814 billion, bringing the total outlay to Rs1.514 trillion.
However, the Planning Commission on Monday informed the NEC that the spending would remain close to Rs1.401 trillion.
Iqbal insisted that the Rs114 billion lesser spending than approved budget was not actually a cut but a result of administrative weaknesses, legal issues and capacity constraints. Contrary to this claim, the International Monetary Fund had reported about a year ago that the federal PSDP spending would remain lower than the Rs700 billion allocation.

The minister said that due to less spending the ministries actually surrendered the surplus funds allocated for the outgoing fiscal year.
This nullifies the case of seeking a trillion-rupee federal PSDP after the ministries and corporations were unable to spend half a trillion rupee fund. As against Rs253 billion allocations in the outgoing fiscal year, the federal government has earmarked Rs282 billion for federal ministries and divisions in the new budget.
Iqbal said that the NEC approved Rs467 billion for infrastructure projects – an increase of Rs59 billion or 14.4%. Within infrastructure, for power sector Rs157 billion have been proposed, Rs260 billion have been earmarked for transport & communication, only Rs32 billion for water sector and Rs18 billion for physical planning & housing.
For social sector, Rs90 billion have been earmarked, which is only Rs9 billion higher than outgoing fiscal year’s allocation. An amount of Rs29 billion is set aside for the education sector and another Rs30 billion for health and population projects.

**Federal Minister for Petroleum Shahid Khaqan Abbasi has said that the government has awarded the contract for construction of country’s 2nd Liquefied Natural Gas (LNG) terminal, which will be functional by mid 2017.
**
Talking to media persons here on Thursday the minister said that the government has planned to take LNG imports during next two years up to 1.2 Billion Cubic Feet per Day (BCFD) level, adding that at present 4 Million Cubic Feet per Day (MMCFD) of LNG was being supplied to different consumers.
The minister revealed that during past three years 83 oil/gas discoveries were made as a result over 600 MMCFd of natural gas and 27,000 barrels per day of crude oil production was increased. He said that due to depletion of country’s major gas fields local gas supply was stagnant at 4 BCFD mark, while over the time crude oil production has increased from 63,000 barrels a day to 90,000 barrels a day.
The minister said that Directorate General Petroleum Concessions (DGPC) has cancelled concessional license of local and international oil/gas Exploration and Production (E&P) companies for not undertaking required work. The Ministry would soon hold second round of bidding of the awarding oil/gas exploratory blocks to national and international companies which include 16 cancelled leases, he added. He said that from October this year sale of substandard 87 Ron petrol will end from the country and it will be replaced with Ron 92 standard petrol for which refineries have been upgraded. Abbasi said that local refineries’ diesel reefing plants were not upgraded as per international standards therefore the ministry has extended timeline for refineries, but the government has directed the Pakistan State Oil (PSO) to import Euro-ii standard diesel from January 2017 which will be available across the country.
He said that due to insufficient refining capacity Pakistan was importing 70 percent of refine oil and the government has tasked Parco refinery to establish a modern plant with a capacity to process 250,000 barrels of oil a day by upgrading Khalifa costal refinery , adding that the plan has been approved by the Parco board of directors. Pakistan was second leading importer of furnace oil and there is dire need to end this import due to multiple factors including environmental hazards and low efficiency issues. The Minister said that a Russian company will lay Nawabshah to Kasur gas pipeline and a Chinese company will build LNG terminal in Gwadar.
Power sector at present was consuming 1.4 BCFD of gas and there was no gas shortage for fertiliser plants as well, because of government policies the country at present has 2 million tons of surplus stocks of fertiliser and the country was no more a fertiliser importer, Abbasi said.
He said that work on the construction of Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline has started and work on Iran-Pakistan (IP) gas pipeline will be commenced as international sanctions against Iran were removed. The Minister said that the government was trying to negotiate cheapest LNG prices with suppliers and it will replace Diesel and Furnace oil based plants, saying that efficiency of LNG based power plants was double to diesel based plants. He said government was focused to minimise gas problems of the domestic consumers in upcoming winter for which efforts were being made.
To deal with all the LNG related matters the government has established Pakistan LNG Terminal Limited which will look after all LNG-related matters. Gas utilities were laying a gas pipeline from Karachi to Lahore costing Rs 140 billion to absorb 1.2 BCFD of additional gas supply.

PARCO to build Pakistan’s ‘Biggest Oil Refinery’ in Hub

The Pak-Arab Oil Refinery (PARCO) will begin building Pakistan’s biggest oil refinery in Balochistan’s Hub area, Petroleum Minister Shahid Khaqan Abbasi told a private news channel.
**The $5 billion Khalifa Coastal Oil Refinery, which will have a production capacity of 250,000 barrels per day, is expected to be completed within five years, **Abbasi said.
A Petroleum Ministry official said that Prime Minister Nawaz Sharif would perform the groundbreaking of the project this year.
The project had initially been announced in 2007 and was to be built with financial assistance from the Abu Dhabi-based International Petroleum Investment Company but was scrapped in 2012 due to unavailability of funds.
The federal government and the United Arab Emirates (UAE) have 60:40 ownership of Parco, which will fund the project with its current and expected profits, the petroleum minister said.
A 250 MW power-plant will also be built to assist the refinery’s construction.
Due to increasing demand and limited production capacity, the government imports approximately $14 billion worth of petroleum products. The project is being undertaken to eradicate reliance on imports, Abbasi said.
Parco’s current oil refinery in Kot Addu was also developed with the UAE’s assistance.

Each one weighs nearly 400 tons, as much as two really big blue whales. Each one will cover thousands of miles by sea and land from the place of their birth in Belfort, France, to the farming town of Bhikki in Pakistan’s Punjab province. They are still fairly unknown, but once they reach their destination, they will affect millions of lives.
**The giants that will be making their way to Asia are a pair of GE’s air-cooled 9HA gas turbines, the largest and most efficient gas turbines on the planet today. They’re capable of delivering greater than 61 percent efficiency – once the power-generation equivalent of running a four-minute mile – when used in a combined cycle configuration with steam turbines. The new power plant will be a key weapon in Pakistan’s arsenal to roll back crippling electricity shortages that have plagued the country for years. “After a while you just have to find ways to work around the load-shedding,” says Muniza Junaid, a biosciences research associate who works at a leading Pakistani university. “It’s ironic. On the one hand, I work in one of the most advanced laboratories in the country, but on the other I can’t even heat up my dinner or run my washing machine when I want to.”
“Load-shedding” is the term locals commonly use to refer to electricity shortages. For many Pakistanis it’s a critical piece of information that determines how they plan their days, just like the weather forecast in the U.S. or Europe. Load-shedding gets ubiquitous in the sweltering summer heat, when power shortages often exceed 12 hours a day. “I don’t think you can understand what that’s like unless you’ve experienced it for yourself,” Muniza says.

Here’s what it looks like in numbers: Pakistan’s peak demand and supply gap hovers around 5 gigawatts, enough power to serve some 30 million local homes. The World Bank reported in its 2013Enterprise Survey that more than 45 percent of local businesses identified electricity shortages as the main obstacle to doing business. The estimated value lost due to power outages tops 22 percent of annual sales.
No wonder fixing the power shortage is one of the top government priorities and a key to boosting the economy and improving the quality of life.
The Bhikki plant will be the first power installation to use the turbines in the Middle East, and one of Pakistan’s most efficient. “Everything about this project is going to be larger than life – the world’s largest gas turbine, powering one of the region’s most efficient power plants, generating electricity for millions of households, as well as industry,” says Sardar Haider Khan, the local lead for GE Power & Water’s power generation products business.

The 9HA is the result of a $2 billion investment by Power & Water. It uses technology originally developed for supersonic jet engines. GE refers to this practice of sharing knowledge among different businesses the GE Store.
The turbine can reach full load in a mere 10 minutes – just a little longer than a plane getting ready to take off – and also offers the flexibility to run on a range of gas and liquid fuels. This is critical for fuel-importing countries such as Pakistan.
**The two units at Bhikki will be operated on imported “re-gasified” liquefied natural gas (RLNG), but will be able to use substitute fuels if price or availability of RLNG starts to fluctuate.
Together, they will add more than 1.1 GW to the national grid by 2017 – the equivalent power needed to supply more than six million Pakistani homes. And that is a feat worthy of giants.**
