If the Hydel power projects are in KPK, then I suspect the people who work there would naturally be people who live in the province. Or are Pakhtuns not allowed to work at these hydel power plants?

Dont all new energy projects add to the NATIONAL grid, which can be accessed equally by all? Energy usage and demand would naturally be higher in places where actual people live and use that energy… Punjab is the most densely populated province.

Hydel projects take longer to build, but they last longer and the energy produced is cheaper.
