If you knew why Kiyani got extension, you would know why government is unclear whom to appoint an army chief.
From my understanding: Musharraf was army chief and later President for 10 years. All top army men are his appointees (promoted by him from lower ranks). In Kiyani, government found an army chief who does not want to take step outside the square, and is less daring too. But government do not know about any next army chief … who could be more daring, loyal to Musharraf, and may have similar outlook towards Pakistan as Musharraf.
