Kiya kisi ko marna hay pagaloon kay hanth … that you want government to get straight forward in this respect? … Not all believe on suicide and making such statement would be suicide. If this statement would come in parliament than … there would be suicide attack on Parliament by some MNAs … rather by some party leaders :).
As for needing drone strikes, it does not mean or show that Pakistan government is incompetent. It only means that Pakistan government thinks, drone is doing job more effectively, cost efficiently, and with lower collateral damage (in life and property) than Pakistan army putting their foot on ground to kill these Kharjee terrorists.
Drones also satisfy the purpose of demoralising and creating fear in Kharjee leadership, and also kill them when they are off-guard. Direct military operation would be costly to army life too, and would not be able to kill these Kharjee leadership as effectively (Swat operation and Fazlullah still living, is an example).
As for advance drone technology, it is obvious that Pakistan does not have them and America does not want to give the technology to Pakistan. If Pakistan had drone technology as advance as Americans than Pakistan would have used drones themselves … but again, cost to Pakistan would have been high, as drone operation (fuel cost and damage to drones) plus hell-fire missiles, all cost money.
Plus, Pakistan using drones themselves would meant Kharjees direct attacks on Pakistan leadership. Many politicians would have got killed by these animals and many politicians would have got exposed to these animals.
