Well in villages people used to keep dogs that would bark away the birds that eat the harvest. The birds usually come when harvest is about to be cut. However, a stupid dogs keeps barking when the plants are very small and no birds are around to damage them.

Its spoken when a person is given a small responsibility and he starts acting like he is very important and so is the job he is doing.
