lots of non-punjabis asked me this question(i think thats the only pujnabi word they hear) and thats my usually answer to my freainds.
chak de phattey is a word that punjabis have created to attract non-punjabis. specially the dumb ones who always ask this question just to start conversation with punjabis.

people use it in the sense whenever they acheive something/win, they say phattay chak dittay or chak day yaar phatay chak day
