Pakistan has quite large cement industry in various locations. i dont know much about the mineral processing units though.
I happen to visit some cement factories during my undergrad chemistry years in Pakistan.

- Main Fuels used (Coal/Gas/Oil)
- Fuel Mix
- Dry Process Kilns (Nos.), Wet Process Kilns (Nos.)
- Distribution of capacity by dry/wet process
- Pricing trends for coal/gas/oil (History/Forecast)
- Cement Industry growth drivers (Housing/Infrastructure/Corporates etc.)

as far as I know, Pakistan uses both wet and dry processes. most plants are natural gas operated. raw material easily available mostly factories are setup near to source of lime stone.

I know one thing about the cement industry. Its waaaaaaaaay profitable in Pakistan.
Even though, the prices are controlled by the govt but practically, there is no control. Whenever govt tries to step in or try to control, the industry as a whole, put a critical stop on the supply which tend to raise the prices even higher. Now the consumers can't really do anything because they can't leave the construction process in the middle.
Besides, yeah, just like other huge industries in Pak, most of the companies are owned by those who are in the govt - and do i need to say anything.

Most of the cement industry used to run on furnace oil. I believe about 60-70 % of the plants still do. Although, since the mid-late nineties, coal has been the choice of fuel. The industry was in a slump throughout the late eighties to the late nineties, and there was very little expansion.
Since 2000 the expansion in the industry has picked up due to the increase in local demand as well as for the reconstruction in Afghanistan. I think the industry will enjoy handsome growth over the next 5 years or so due to the major expansion of local infrastructure.
Most of the plants are dry kilns based.
