The beneficiary is government which can save their face to claim that they did take steps to avoid any misshaping.

In india, on festival day, company starts overcharging for SMS and call, all tariff cards are disabled during festival times so that company's can make more money :)

None, and It never happened, Ambani uncle will turn the government upside down if his cellular network is closed for an hour :D
In J&K, there are some regulations like, there is no message service and after checking with capability of security services, cellular service is available in kashmir :)
