LAHORE - Reports emanating from within the government suggest that despite establishment of caretaker governments, the administrative machinery was still working for the previous rulers and their party.
**It has been learnt that a bureaucracy cell has been established at CM House to facilitate the PML-Q candidates in various constituencies. Several additional and deputy secretaries are part of the cell, while senior officers have been deputed to look after big cities like Rawalpindi, Lahore, Multan and Faisalabad, and the juniors have been tasked to look into the affairs of zones each comprising three districts.
The bureaucrats are reportedly issuing directives to their juniors in the district governments to implement proposals submitted by Q-League candidates to address varying problems in their constituencies. Additional Secretary in the CM House, Zahid Rafique is heading the cell meant for Lahore. **
The said set-up is also implementing proposals by Q-League candidates regarding transfers and posting of police officers. The non-cooperative police officers are being sent on forced leave, while the cooperative ones are replacing them.
The official sources have confirmed that all this was going on, but they were left with no choice but to comply with the orders.
To a question, they said that it was a no secret as to which CM, the former or the present one, was calling the shots at the moment.
It has also been learnt that Lahore district administration provided necessary support to make the recent Yohannabad public meeting of the ex-Punjab CM a success. The staff of WASA and Solid Waste Management departments were asked to level the ground where Pervaiz Elahi was to address the gathering. The administration allegedly also arranged tents and chairs for the meeting and bore all expenses in this regard. The parents and students of MAO College reportedly lodged protest as they were forced to attend the public meeting to make it a splendid show.

Its a shame how the chaudhries of gujrat cant even use the money they looted to their campaigns, and would much rather use the govt money despite the fact that its wrong for them to do so.

So they have done their home work how to rig the next elections to bring back Lota League with ethinic party of Karachi. If Parvez Ellahi becomes PM of Pakitan how he will address to foreigners in English, he can not speak Urdu properly:D

‘PML-Q candidates harassing opponents’

LAHORE: The candidates of Pakistan Muslim League-Quaid-e-Azam (PML-Q) are harassing other political parties’ members, candidates and supporters during their election campaigns, said Mohammad Tahseen, executive director of South Asia Partnership Pakistan (SAP), at a press conference on Monday.

The Pakistan Coalition For Free, Fair and Democratic Elections (PACFREL) organised the press conference on the pre-elections situation in the country.

Tahseen said that around 2,200 PACFREL observers – 10 men and 10 women for every district – would be on duty to assess the countrywide electoral process. He said 1,950 observers had already been trained. He said the observers would fill out forms at the end of the day with their observations and assessments whether the election process was free, fair and democratic or not. The forms would be received by SAP and the Human Rights Commission of Pakistan (HRCP) and would be made available to the media, he added.

Tahseen said that up to a 100 observers from seven countries of South East Asia had expressed willingness to come to Pakistan for the 2008 elections. But only 28 applicants had been given visa so far, he added. He said the basic structure of the Election Commission of Pakistan was not democratic.

Tahseen said the application fee was so high that no poor man could consider contesting the polls. He said such elections could not be democratic. He said that unless the deposed judges were reinstated, the coming election could not be free, fair and democratic.

PACFREL national coordinator Sharjeel Ahmad said the PACFREL believed that women, youth and minorities were not being given equal rights and opportunities to express their opinions.

PACFREL is an alliance of the HRCP, SAP, Ecumenical Advocacy Forum, Aurat Foundation, Strengthening Participatory Organisations, SUNGI Development Foundation, Interactive Resource Centre, and the Pakistan Institute for Labour, Education and Research.

Wasi demands EC foil poll rigging plans

JARANWALA: Former Law Minister Wasi Zafar has demanded the Election Commission take steps to foil the ballot rigging plans. Speaking at a press conference on Tuesday, Wasi said the prospects of the PML-Q’s defeat in the elections had upset the government. Wasi, an independent candidate for NA-76, alleged that an election cell had been set up at the residence of Chaudhries in Lahore to ensure the success of PML-Q candidates by hook or by crook.
