According to Business Recorder of 4/7/2005 NADRA has accepted a CBR proposal to compile national data base for vehicles as CBR wants to eliminate car smuggling. In order to show its enthusiasm CBR has given a special assignment to a senior customs officer to do research work on smuggling of cars.
It will never been done because the invisible king makers never wish such things to practically happen in true terms. These are a sort of slogans which since 60 years occasionally are raised just to fool the nation. These who are honest to core and wish real end of smuggling of would never ever raise an idea of giving amnesty to already smuggled cars in the name of regularization of their illegal imports on payment of a prescribed amounts. Since idea behind such so called amnesty is to afford the “Bradri” hence such “amounts” received always are a small portion of what the national exchequer had lost in case of smuggling. After these “regularization” of smuggled cars, the news series of car would under the same way keep coming smuggled and one day a similar or with a little changed label new scheme would come. The example can be seen that KBCA kept its eyes turned other way and let the illegal construction in Karachi grow. When all such construction projects reached to 70 to 80^ completion stage, then the construction mafia submitted a very rosy Memorandum that such illegal construction be regularized imposing such a penalty which will given to the national exchequer so much amount enabling the government to complete its development projects. It was allowed. Projects started rest of the work speedily but hardly a proportion of that rosy amount came in the national exchequer. What so ever money came or should had come under that rosy Memo, was just a peanuts compared to what environmental disaster Karachi civic life got. Intermittently allowing import of reconditioned second had cars some time not allowing all are part of this game. Preparing of data etc is just waste of time and money and fooling the nation. If there is really honest national true interest for phasing out permanently the smuggling of car then there is only and only one solution namely all smuggled cars on our soil whether in house of a MNA or in house a Vedera be taken away, confiscated, import duty with twice the amount penalty imposed on occupier and this amount be recovered as state arrears. The list of vehicles with its details and name of illegal holder be published in newspapers and on a web site offering these for public sale. These details are necessary so public could check if the vehicle is the same and not with genuine parts removed. People should directly send their written offers and not through any government auctioneer. And finally and more importantly the area excise officer be terminated with forfeiture of his pension dues on the ground how he allowed plying of vehicle on the road. Once done in future there would not be any car coming in smuggled shape. But no body would do this at least next 20 years as circumstances are today.
