This discussion will go on till the cows come home. If governments act sincerely in reforming police, judiciary, revenue service (taxes) and make them independent institutions, make them stronger there is no question condition of the country will improve significantly but govts want to keep controlling them so these institutions don’t go after the corrupt govt MNAs/CM/PMs.

And to keep the sincerity of governments in check we need pressure groups. We don’t really have any, except perhaps molvis and jaageerdaars?
