^ That's silly. Even the British and American armies would help out during a natural disaster...I don't see them complaining. And why should they! They always get to have a huge amount of budget as well as other benefits.

In natural disaster probably they do but what about elections, polio drops, peace in the cities/provinces, jail protection etc.
In matters of nation health and nation security, specially in a country like Pakistan, where there's a war going on within its boundaries, everyone including the army should be helping out.

FIRST THEY ARE PAID BY PEOPLE OF PAKISTAN SO IT IS THEIR DUTY
They spend most of our budget
50% problems of the list of their own created
Let them perform their duty .
They look good on duty only

This discussion will go on till the cows come home. If governments act sincerely in reforming police, judiciary, revenue service (taxes) and make them independent institutions, make them stronger there is no question condition of the country will improve significantly but govts want to keep controlling them so these institutions don't go after the corrupt govt MNAs/CM/PMs.

And to keep the sincerity of governments in check we need pressure groups. We don't really have any, except perhaps molvis and jaageerdaars?
Thanks for clarification. BTW what i meant was politicians and administration should definately take responsibility but Nawaz just came one season ago, so the majority of the blame goes to previous governments.
BTW India despite all its preparedness is hit pretty bad also. Hundreds have lost lives and lakhs are still stranded.
There is always room for improvement. Always. I'd like to imagine that you are probably in a better position to judge how badly India would've been hit if you take the current precautions out of the equation. And unfortunately, in case of Pakistan, we don't have any system (not even quarter of those precautions) in place, except for ample photo ops opportunities for failed showmen like Shahbaz Sharif, who rather do well calculated and often fraudulent 'flood relief' work every year for the cameras, than devise a comprehensive plan to deal to minimise the damages beforehand. Despite having absolute power, time and big budget! As with your don't blame Nawaz Sharif plea, this is his party's seventh consecutive year of governance in Punjab and second or third major flood in last seven years, of course they knew what they were up against. Did he or his party implement a single proposal or rectify the mistakes and criminal negligences pointed out in the committed formed after the 2009 floods?
Now that floods have caused such massive scale devastation, let's see if this Nawaz Sharif proposes any water management policy whatsoever. So far he has hasn't even faintly touched upon this issue in any his thoroughly rehearsed media interactions despite the criticism.

I may be wrong but I think PTI had it on its agenda. Besides, that is what PPP/PMLN also shouted about when CJ Iftikhar was suspended by Musharraf and CJ was supposedly going to make judiciary 'independent and strong'... he did make it strong but not independent :(
