Two things, first Pakistan is is informed of every water release by India with due diligence. India has always let Pakistan know and provided its satellite data when needed. I am not sure if Pakistan had done the same favor if it was upper riparian. I don’t know what media you follow but Pakistan has never complained about water release schedule of India.

Second, even if India released un announced water then what could have nawaz do, he just came in power last year so its not fair to accuse him for that.
It should also be known that those so called experts and politicians totally ignore the contribution in floods from rains in Pakistan. Once water enters Pakistani boundary (even if India doesn’t inform Pakistan) it knows how much water is coming, it takes few days to come down to Punjab and yet no action is taken, then after further few days the water goes to sindh and they are caught off guard. Its easier to blame things on India, takes away the factor of self responsibility.
I remember when SMQ was FM and one time everyone in pakistan was blaming india for not following the IWT then SMQ said on national TV that India was doing its part just fine but it was in fact Pakistan which was failing to handle its water. He got too much heat for speaking the truth.
