I think icing sugar is basically ground up caster sugar, cos in Pakistan I was making cupcakes and we had no icing sugar so my Phopho just stuck some caster sugar in the grinder et voila.
Castor sugar is the really fine sugar (like salt) used in North America. The regular sugar in Pakistan isn’t as fine. Icing or powdered sugar is ground up and looks like powder.
