Primary Health and Nutrition Programme Manager

Job Purpose:
To be responsible for an in-depth assessment of primary health care needs in villages already identified as Concern’s target location. Following consultation with capacity building advisor team, and other relevant stakeholders, to be responsible for identifying local partner(s) followed by designing a project appropriate to needs identified.

To build into the programme a component whereby Concern core staff form part of the Primary Health Care team (and if appropriate nutrition team) who will work along side possible partner organisation(s). In consultation with relevant partner(s), to design and budget for a Primary Health Care/Nutrition programme.
To set up a PHC/Nutrition programme and provide management and technical support as identified.
To manage the PHC/Nutrition budget. To monitor and evaluate progress of the programme, including analysis of impact.
To work closely with partner organisation(s), Concern core Health/Nutrition team and capacity building team, specifically in identification of training needs of the former 2 groups.
To work with the emergency co-ordinator as part of the emergency preparedness plan for Concern Pakistan.

Requirements
Essential: Relevant third level education or equivalent
2 years experience in overseas work related to Primary Health Care.
Ability to respect and actively engage in the professional development of international and local staff.
Ability to engage with local partners.
Facilitation and communication skills
Ability to work in isolated post
Ability to develop and manage a team
Ability to work under pressure in insecure environments
Must be willing and able to lead the adherence to security procedures
Flexibility and willingness to adapt to changing conditions
Proposal and report writing skills.

Desirable:
Masters in Community or Public Health or equivalent
Previous experience in working directly with local partners, identifying training needs and building their capacity.

Water Engineer

Job Purpose:
To provide technical and management input into the livelihood support and emergency programme temporarily in Balochistan province.

Responsibilities include the design of projects to bring together difference sectors including agriculture, livestock management, watershed management, basic health and income generation, being part of the emergency preparedness team, to assess and advise on possible water management interventions.

Requirements:

  • A third level qualification in civil engineering or a related subject in water supply
  • A relevant post graduate qualification would be desirable
  • One to two years experience in overseas work related to water management, sanitation and shelter is essential
  • Previous experience in working directly with local partners, identifying training needs and building their capacity would be an advantage
  • Previous experience working in remote locations, working in an emergency is desirable
  • Familiarity with participatory approaches to community-based interventions is preferred

Balochistan Programme Manager

Job Purpose:

  • To provide project management and technical skills to implement a long term drought response through livelihoods support ( centres around food security) programme in rural Balochistan.
  • To provide technical input in regards to improved water resource management for the production of cash crops, livestock and staple foods relative to indigenous technology and practices
  • To link the programme with future community-based interventions in terms of primary health needs, education and specific needs of disadvantaged women and children.
  • Incorporate Capacity building of local partners and Concern core staff into the operationalising of the food security component of the programme.
  • The Programme Manager will directly manage a team of local Concern community development and agricultural support staff in the field.

Requirements:

Essential:

  • Tertiary degree in relevant aspect of agriculture/agronomics or rural development.
  • Broad programme management skills
  • Experience in arid agriculture or drought-affected regions
  • Experience in applying PRA or related tools in working with communities
  • Experience in rural development
  • Ability to respect and actively engage in the professional development of local staff.
  • Ability to engage with local communities and local partners
  • Ability to work in isolated post with very limited access to western recreational facilities
  • Ability to develop a team

Refugee and Host Communities Programme Officer

Job Purpose:

  • To monitor and support the Chaman Refugees and Host Communities Project which is being implemented through a local partner organisation.
  • To monitor the situation of refugees and asylum seekers in the border areas of Balochistan.
  • To identify issues and gaps in service provision in relation to the refugees and asylum seekers in the border areas and undertake advocacy strategies as appropriate.
  • To undertake assessments (in collaboration with local partners) in order to design emergency and medium term interventions to assist the refugees, asylum seekers in the border areas, and southern Afghanistan (with reference to rights based approaches).
  • To supervise Concern personnel designated to the Chaman Refugees and Host Communities project.
  • To provide timely and high quality reports when required.
  • To provide overall management of administrative, IT, HR and logistical support functions in the Chaman office.

Requirements:

  • Third level qualification in social sciences, management, international development or related areas
  • Some overseas experience working with refugees or development field
