I guess my comment was more from an effort standpoint. PMLN seems content with its strategy to focus on punjab, win hugely and come to power in the federal vs focusing on having presence and running election campaigns in all 4 provinces like a true national party regardless of what the final outcome is whereas PTI seems to be putting more effort into 3 other provinces as well (not winning many seats but showing more presence and effort). again that is what my perception is from reading and listening to the media and if i am wrong, happy to be stand corrected.
