ahh well isnt there like a universal government policy? like in US, federal aid is given to perm residents (green card holders)

Yes... landed immigrants and permanent residents are eligible for Govt. funding... you;'d typically be applying for an integrated federal-provincial loan... and each province has its own residency requirement - e.g. in Ontario, you need to have been a resident for 12 continuous months before you can apply for a student loan.

there's the millenium scholarship which is awarded on merit and is renewable based on progress - other than this, there are some grants available through other NGOs and are discipline specific. That being said, most of the funding comes through govt. student loans.

Also, some universities give ‘Admission Scholarship’ in which they would wave ur 1st year tution fees. I got for grad studies, but am not sure it’s for under-grad as well.
And yes, landed immigrants can also get these scholarships … long live Canada!
