Are endowments expressed in Canadian Dollar terms, or USD as all sites ect just say $, but I would think Canadian institutions would give such data expressed in there own currency.
Or is it a case of easier intl comparisons?

^^ why?? its intuitive enough... you should expect to see the costs in local currency unless specified otherwise.
So yes... they'd only have to be explicit if they were to quote costs in USD for some odd and inexplicable reason.
