My Cousin has passed his B.com, now he wants to go to England for further study… but he don’t have enough money, What he should do please guide if you know.

^Has he passed IELTS (academic) exam ??.....it depends on university what is requirement, sometimes its IELTS (academic) overall band score 6.5 or 7.
