The reason is,in the wake of such a Fatwa,it will be a guideline for all fighting groups and it can sop unnecessary bloodshed.Like in the case of Nigeria,Western countries(like the 2013 beheading of a soldier in London) or even beheadings in Iraq and Syria.Especially of journalists more particularly foreign jornalists.Mr.Folly’s case and all.
It seems these warring factions like ISIS,Boko Haram are misinterpreting Islam(Islam is the religion of peace and brotherhood) and there is no proper guidelines for them to act.They believe killing a Non-muslims will entitle them a place in paradise and waging an attack(esp.suicide attacks)will guarentee them a place in heaven and 72 virgins etc.
If an international Fatwa is done,from someone who has a high authority on Muslims,or someone whom these groups are looking forward to,I believe will end the attacks to a great extent.Innocent lives can be spared.

According to quran when allah says that killing one man is killing humanity no one gives two hoots about then then why do you think there is anyone holy enough in islam today who can give and implement such fatwa.
The people who want to kill others will kill others, no fatwa can stop them. Only way to stop them is to either educate them with modern education system or make them one of them 72 virgins.

The issue is these people get educated from Madrassah's and they are influenced by Mullahs.
Not all the Mullahs are fanatics.My point is if there is a Fatwa that can influence all/majority of Muslims preachers,it can make some Positive changes.

Like all religions there are sects , sub sects , groups , sub groups various interpretations of Holy Book, acceptance of Hadees at various levels.
A group accepts one group of Hadees others accept another group of Hadees and then there are those who do not believe in taking guidance from Hadeees.
There is another group which does not take guidance from Quran only.
So with so many flavors of followers of one religion there is no way of making sure that people will listen to one international fatwa.
Some of the sects and subgroups mentioned above do not preach love,respect, tolorence, and mutual existance for all other sects and religions and non religions.
Humans are not at a point that everybody leaves some breathing rooms.
For argument's sake if one such fatwa is issued then it is difficult to communicate to followers of Boko Haram, Taliban in Pakisan and Afghanistan,ISIS. They do not live in our world they are deliberately cut off from the mainstream so no voice of reason can reach to them.
The only solution to what we see in this world is if someone can invent some love potion which can be airborne or soluble in water and could be mass produced.
Then this can be sprayed all over the globe or could be mixed in the water supply.
Short of that there is no universal solution of any of the aggressive tendencies of humans.

In Sunni Islam there is no infallible religious authority in existence on earth - hence there is no person or group of people who can issue a fatwa that extremists will not challenge as being incorrect.
