Can one send SMS using wifi only on an Android?

So when I go to another country, I won’t have phone service, but can I use some sort of app to send texts from my phone via wifi when it is available?

The Google voice app says it is only available in America -- does that mean it will not work if I am in another country?

Whats App looks like the receiving people have to also have Whats App installed...is this correct?
Viber looks likely.

So viber works with WiFi only even when you do not have any service on your phone? It asks you your phone number, which becomes your username for it, and people do see your number when you call them

Viber only works with Viber users unfortunately (both parties need to be on Viber), same with Whatsapp. Once both parties are on Viber, the recipient will see your actual cell number when you call them or txt them

whatsapp can work on mobile data or wifi.. not sure about viber..it definitely works on wifi though

you are not going to have a data plan available , if you are not going to have a phone service.

TextMe app. You can also send picture msgs from that app aswell. As long as you have some sort of internet, it works, and you get your on personal texting number.
