i am searching the answer for this as well, so far it is like this, anything (true or lies) when said by a influential or powerful group is called fact ( at that moment and later when proved wrong they call it Blunder or Propaganda) and enjoy full support of the people who like to be either in the good books of those in power or may have common objective or may be looking forward to have some benefit of their own…
And if anything said against such “Truth” or Action by a powerful group by a relatively weak group and which cannot be refuted by argument is normally labelled as Conspiracy Theory.
So far this is what i have concluded, the Powerful who have control over the minds and thoughts of the people decides what is TRUTH and what is CONSPIRACY THEORY…
