When applying a concealer should it be on top of the foundation or below? and should it always be 2 shades lighter then ones complexion?*

Usually before, this way when you apply your foundation and powder it all is blended-well together. If you see dark area’s even after your foundation application you may go over the area’s again by gently patting-in a concealer on the area.
