here in Pakistan, we say that Islamabad don’t have its population. Some people say that the city is vacated on Eid, etc when the civil and governmnet servants left the city to celebrate such occasions in their home towns. I think Delhi in contrast a different story

Delhi has sister city gurgaon and noida, so people who work there go out during deepawali but delhi has many local residents and it gets back to half of its original population Muslims are less in India and Muslim festival hardly removes any population in delhi
