here in Pakistan, we say that Islamabad don’t have its population. Some people say that the city is vacated on Eid, etc when the civil and governmnet servants left the city to celebrate such occasions in their home towns. I think Delhi in contrast a different story

Islamabad has changed as well over the years, many people now consider it to be their city and stay back on Eid days.
