u dont buy website
u buy a package from any host that gives u web space and a domain name and then u have to either build the site urself or find hire someone to build it.
some good hosts are Godaddy.com, dot5hosting.com and many more

^ you can take that route or..
buy a domain separately, the two i use are: namecheap.com and godaddy.com
then get webspace from companies like asmallorange.com (used personally for over 3 years no complaints) , hostgator.com...there are others, look for reviews on webhostingtalk.com
then you gotta make a website which is done offline of course, unless you wanna create a personal diary/myspace style page then hosts offer online website builders..
for a business idea, i suggest you aquire atleast HTML knowledge or if it involves scripts then hire a programmer.

once you have cooked your idea and are ready to implement and you have no knowledge of building commercial website, then use guru.com or elance.com to post your project and you will get tons of bids , look for well reputed developers who can develop your website use escrow option to pay for your project. You can even negotiate where you tell them that you will pay them once the site is up and running only and people agree to those terms.
