I dont know where you can get the shortening, but here is a recipe that I use. I love this icing. I took classes from here, so this is the same recipe they taught us in class:
As for the shortening, Im sure you can find it in any grocery store, or store that sells baking supplies.

I have a recipe without vegetable shortening.
- Put in equal parts unsalted butter and powdered sugar (start with 1/2 cup).
- Add 1 teaspoon of vanilla extract (or any other flavour) and 1 tablespoon of cold milk.
- Beat all ingredients with hand mixer until creamy.
This recipe still works without powdered sugar. The cold milk will melt the sugar crystals.
