** GEO Pakistan**** Chiniot incident: condemned policemen jailed** Updated at: 1122 PST, Wednesday, March 03, 2010

CHINIOT: Five policemen, who were involved in torture of robbery accused publicly at a Chinot police station, were sent to jail following the registration of cases against them.

Sub-inspector Obaidullah Kaliar and constables Muhammed Afzal, Sajjad and Sarfraz tortured in public Riaz, Wajid Kumhar, Zeeshan Lohar and Sharif Lohar, who are accused of a robbery at rice truck.

After the incident aired on Geo News, police high ups took serious notice and an FIR was lodged against the police personnel, which mentioned only three names of victims.

Brother of torture victim Sharif Kumar told Geo that whereabouts of his brother were not known.

Commenting on the Chiniot torture incident, Inspector General of Punjab Tariq Salim Dogra described the police action as deplorable for the whole society.

Renowned human rights activists Asima Jehangir condemned the incident and said that police personnel did not get training about human rights and do as ordered.

Eyewitnesses on the occasion, however, said that the condemned SHO threatened them for more violence.

All three victims were sent for medical check up.

Further more, IGP also sent a team to Chiniot under the leadership of Additional IG Inspection and vigilance to conduct a thorough inquiry into the incident of violence and submit report to the IGP by tomorrow (Thursday) so that further action would be taken against the accused police officials in the light of report.
Reports from Pindi Bhattian and other places were also broadcast-ed.

Bhawana SHO arrested, DSP suspended for torturing

*LAHORE: Inspector General of the Punjab Police Tariq Saleem Dogar took notice of torture incident at Bhawana police station and directed to arrest the SHO and suspend DSP for involvement in the incident, Geo News reported Wednesday.

According to police sources, the IG Punjab police took severe notice of the torture incident at Bhawana police station and called DPO Chiniot to account for the incident.*

CJ is taking action. However we have to see.
There is a Report from Pindi Bhattian where a MPA is present and delivering the speech in favor of this cruel act.
We will see that action is only for lower grade servants or their bosses face any consequences.

Chief Justice of Pakistan Justice Iftikhar Mohammed Chaudhry has taken suo motto notice of police torture in public occurred in Chiniot police station and summoned Advocate General Punjab on March 11 in Supreme Court.
The Chief Justice during the suo moto hearing of the case in Peshawar Registry said that the Punjab Government has formed a committee on the case and the committee is reviewing the case from all aspects.
The Chief Justice in his remarks said that the report presented by the Punjab Government should be reviewed and action should be taken against people involved in the incident. He said that the responsible persons have been suspended but only suspension is not solution of all problems and strict action should be taken against responsible officials.
He said the watching the flogging coverage of the electronic and print media it is felt there is no law in Pakistan.
The Chief Justice summoned the Advocate General of Punjab on March 11 and also report of the inquiry committee.

Punjab Police is the worst police of the four provinces. Since years it is notorious for most corrupt police, torture and humiliating local population. It seems that local population is contented and somewhat accepted this kind of third degree tactics by police. They never raise any voice against the brutal act. CJ should have suspended IG, DIG and local SP for that to begin with certain change.

I wonder what PPP had done differently that PML(N) is doing now? I think it needs fundamental mindset change in people living in Punjab province.

I think people of Punjab act patiently instead of going out burning buses, shops and public property at any hint of agitation.

well i guess this has been going on since day one of Pakistan police and combined indian raj police and widely known and accepted form of interrogation. I dont think they have taught about any new and humane methods of breaking up the criminals.

only thing surprising is that media wake up just now after so many years knowing about it. IG's and other officials cant say they didnt know this practice and came to know only through these videos.

PML N (Shahbaz) always encourage police heavy handed approach even ask them get rid of criminals in fake encounters - as they believe justice served quickly can impact on crime rates, it may be effective but some innocents also get death penalty without trials.

Today Geo Tv showed another footage of same acts of Kasur. Already of defense Lahore and another of Pindi Bhattian. In seven days we have seen seven footage of different stations. These were places where someone got a chance but every Police station of Punjab is * Bhawana.
Almost all of them are criminal. You have often listened that there are some black sheep.but here there is no white.
Who can defend them.

KASUR: Geo News continuously received footages of police violence. In a new video from Kasur police personnel were seen brutally beating a citizen in a police check post.

This video is couple of months old in which policemen were shown torturing a citizen besides abusing him while the man continue to plea before them.

Geo News received this video via District Public Safety Commission Chairman Advocate Sardar Qurban.

SIALKOT, Feb 28: An angry mob on Sunday attacked the Pasrur police station and injured seriously an Assistant Sub-Inspector and a head-constable for allegedly torturing to death an accused in custody on Sunday.

Reports said that around 300 people, including heirs of deceased Ghulam Fareed, who were armed with bricks and iron rods, stormed into the City police station, thrashed severely ASI Muhammad Arshad and head-constable Shahid Shah and also ransacked the furniture.

The enraged mob also hurled bricks at the offices of the Pasrur DSP. The unruly crowd later blocked traffic for about one-and-a-half hours at Purana Lorry Adda besides burning used tyres on several roads.

They also chanted slogans against the Pasrur police and local MPA Chaudhry Munawar Ali Gill for allegedly sheltering corrupt policemen.

Police claimed that a woman, Shumaila (42), also sustained injuries with the bricks hurled by protesters.

Reinforcement was sought from Sialkot who together with Pasrur police fired teargas shells to disperse protesters. The shelling caused serious injuries to a protester, Khizar Hayat.

Protesters later dispersed when Additional SP (Sialkot) Ather Ismail reached the troubled spot and assured notables, including former union council nazim Allama Aqeel Ahmad Zaheer, Anjuman Tajraan president Amjad Hussain and Sarrafa Association president Zahid Nadeem, that stern action would be taken against the accused policemen if they were found guilty.

There are so much reports about Punjab Police daily in media here that I am not able to share them. However Our C.M. daily orders to suspend and arrest of many of them.
However most of them are reinstated very soon and that news never comes out.

Gujranwala: Four Policemen torture innocent man to death
Chief Minister (CM) Punjab Shahbaz Sharif has ordered the arrest of four Policemen including a sub-inspector. The four Policemen tortured Rizwan to death, a resident of Kaska, Gujranwala.
Parents of Rizwan met CM and informed in attempt to recover Rs 10,000 the four Policemen illegally apprehended Rizwan and tortured him to death.
CM assured the parents of the victim that the criminals would be punished and instructed the concerned authorities to register a case to be tried in special court.
CM gave a donation of Rs 500,000 to the parents of Rizwan for their treatment. CM also announced appointment to government job for the son of the victim and free treatment for his second mentally ill son.

He was speaker of Punjab assembly in 80s.
He was chief minister of Punjab for Five years.(2002-2007)
He went to lodge FIR in Police
But refused to his legal right.
Because
They were doing same when they were in power.

** 2 hurt as PML-N, PML-Q activists clash in Gujrat

GUJRAT: The activists of Pakistan Muslim League-N and Pakistan Muslim League-Q clashed during electoral campaign in Gujrat constituency PP-111, injuring two people.

The clash erupted at a time when the workers of two parties were meeting with traders at Muslim Bazaar.

PML-Q leader Chaudhry Pervaiz Elahi said that his party’s workers Shoaib Waqar and Zahoor Ahmed sustained injuries after PML-N activists attacked them with sticks.

On this the PML-Q supporters staged demonstration and submitted application at Shah Dola Police Station to register a case.

On the other hand, MNA Saad Rafiq and Senator Pervaiz Rashid of the PML-N said that the PML-Q had started clashes under a plan and now they trying to file a false case by hurting their activists themselves.

DSP demoted over denying to release of four bandits
Deputy Superintendent Police (DSP) Rang Mahal Imran Babar Jamil has been demoted to the rank of Officer on Special Duty (OSD), as the officer denied releasing four bandits under severe pressure from high authorities.
Speaking to media in the from the Rang Mahal Police Station, Imran Babar said that Police arrested four outlaws few days back and if he would be given the opportunity to interrogate the convicted persons they would be proved guilty. He accused that his high authorities warned him of transfer and threats of dire consequences if officer denied releasing four bandits.
Besides threats of dire consequences, the honest officer received orders of his transfer due to the ‘disobedience.’

DSP demoted due to disobedience, says IG Punjab
IG Punjab Tariq Saleem Dogar speaking to Dunya News said that he constituted to look into the matter he said that the committee would present its finding in next 24 hours. IG Punjab added that the committee would conduct detailed extensive investigations.
The main complaint against DSP Imran was relating to his reputation and FIR page was torn by him. IG Punjab said that if the allegations were false then his transfer orders would be canceled. IG also said we would full fill the commitment of our duty and all decision would be done on merit. The proceedings of the case would be shared with media.

PESHAWAR: Taking suo moto notice of the public flogging of accused persons by the policemen in Chiniot and other areas of the Punjab, Chief Justice Iftikhar Muhammad Chaudhry on Friday observed that it seemed that there was law of the jungle in the country.

The chief justice ordered the Punjab police chief to take stern action against the cops involved in the torture of people at the police stations. A three-member bench of the Supreme Court, comprising Chief Justice Iftikhar Muhammad Chaudhry and Justice Chaudhry Ijaz Ahmed and Justice Khilji Arif Hussain, heard the case at the Supreme Court�s Peshawar Registry Branch and ordered the Punjab government to submit its inquiry report by March 11 to the apex court about the public flogging of the accused persons.

Punjab Chief Minister Shahbaz Sharif on Friday constituted a committee to hold an inquiry into the brutal incidents of the police torture. The Supreme Court swung into action after some private television channels frequently telecast videos, showing policemen in Chiniot, Hafizabad and Pindi Bhattian flogging the accused persons in public.

The bench summoned the Punjab advocate general (AG) on the next hearing fixed for March 11. While hearing the case, the chief justice called upon the police to take concrete action against accused police officials for lashing suspects in public, adding, �Mere suspension of police personnel will serve no purpose.�

�Watching the flogging coverage on electronic and in the print media, one feels that the law of the jungle prevails in the country,� the chief justice remarked. He added that the whipping in public was an open violation of human rights and ordered the police high-ups to visit the police stations on daily basis to inquire about those behind bars.

�Everyone has rights in the Constitution and strict action should be taken against those who violate the law for having power,� observed Justice Chaudhry Ijaz, another member of the bench.

The Bhawana police had reportedly arrested seven accused in different robbery cases a few days ago and tortured them in public one by one outside the police station. The accused persons identified as Riaz, Wajid, Zeeshan, Sharif, Abid, Muhammad Iqbal and Zafar, were reportedly stripped off in front of a large number of people.

A private channel also showed a PML-N MPA appreciating the police torture, arguing it was the demand of people of the area. The private TV channels also ran a video of another 16-year-old boy being flogged at the Pindi Bhattian police station. The police had arrested the boy for his alleged involvement in a mobile phone theft case.

Five policemen, including a station house officer of the Bhawana Police Station, who had tortured suspects in robbery cases, have been sent to the Jhang District Jail on a 14-day judicial remand. The Punjab government has also suspended a deputy superintendent of police (DSP) and arrested an SHO and his subordinates for being involved in public flogging of the accused.

MIAN CHANNU: A man was allegedly beaten to death at Dipalpur Police Station during interrogation on Wednesday.

On receiving the report of man’s death, members of the deceased family and relatives got infuriated and attacked the police station.

The enraged protestors broke the outer wall of the said police station.

The Dipalpur police said that they had raided a house to arrest two wanted accused Salim and Yasin. However, the father of accused, present in the house, suffered heart attack and died on the spot.

SSP Investigation Chaudhry Sharif held talks with the family of deceased and ordered action against the policemen involved.

The protestors later blocked Lahore-Multan National Highway and pelted stones at Khyber Mail Express, injuring fireman of the train. However, on SSP assurance to file case against the policemen, they dispersed.

LAHORE: A Punjab Police advertisement carrying logo of Punjab Police of India has appeared in newspapers on Friday.

The advertisement has called on people to extend their cooperation with Punjab Police to counter terrorism.

At the bottom of the advertisement, Punjab Police of India logo has been placed rather than logo of Punjab Police of Pakistan.

When contacted, Inspector General of Punjab Tariq Saleel Dogar put the blame on printing company, saying the department had sent an accurate advertisement with correct logo. However, he said an inquiry was being conducted into the error.

In an apparent attempt to downplay the gaffe, the IGP said that the logos of Punjab Police of Pakistan and India were historically identical, causing this mistake.

To a question, he said: “We have ideological difference with India, but it was done mistakenly.”

It may be reminded that an Indian government advertisement carrying image of Pakistani ex-air force chief had appeared in Indian newspapers in January this year.

Former Air chief Tanvir Mahmood Ahmed was pictured with Indians such as Prime Minister Manmohan Singh and cricketer Kapil Dev in a campaign against female foeticide.

The full-page newspaper ad was produced by the women and child development ministry for National Girl Child Day. The government has ordered an inquiry into the error.

Former Air Chief Marshal Ahmed said the inclusion of his photograph in the advertisement was probably an “innocent mistake”.

SARGODHA: A student, who was allegedly tortured by police in connection with a motorbike theft, succumbed to injuries after remaining at a hospital in critical condition for three days.

The deceased, Mudassar Iqbal, was an inter-mediate student and was the resident of Millatabad Colony.

According to details, Incharge Satellite Town Police Station Amjal Joiya had arrested Iqbal in connection with a motorcycle theft case and kept him under illegal detention for eight days without getting his remand.

Iqbal was subjected to severe torture, during which his kidneys failed. He was rushed to the District Headquarter Hospital in a critical condition.

The deceased had spoken to Geo at the hospital, in which he had narrated the brutal torture carried out by police during detention. He was flogged by an iron stand.

According to doctors, Mudassar Iqbal was a kidney patient. They said final autopsy report would tell whether or not Iqbal died of torture.

Meanwhile, DPO Usman Anwar said that strict action would be taken against the policemen if post mortem report proved them guilty.(Geo)

Women killing: Protesters tortured by police
Police brutally tortured the relatives of the three women on Sagiyan Road Lahore. The three women were killed yesterday by firing of criminals. Police did not hand over dead bodies of the victims to their relatives. The relatives protested the killing of three women on Lahore Ring Road. On the occasion, heavy contingent of police reached the spot and baton charged the demonstrators including women. Afterwards, police took the dead bodies with them, in the meanwhile, the dead bodies were fallen on the ground. The protesters vow to prolong demonstrations till the arrest of the culprits.

Its a funny topic but here is a quick snap shot for you guys, let say you are driving on mall rd in Lahore, bank road in Rawalpindi or even GT road any where, how many traffic lanes are on the road? 3 on each side (let say for good sake) now at the toll plaza or at traffic light how many lanes you see merging together for original 3 lanes? 7 or may be 8. This is just a true version of us as a Nation, we dont give a damn about law and all of those Police men or women are actually us, so just by wearing uniform do you think we care about anything????????????????
How many of you guys actually follow the law 100%?? drive in your own lane, wear helmet on motorcycle, dont honk near hospital/mosque/school? stop at red light? Issue is we all like to pint fingers but think we are special ourselves for some God known reasons.
