It does make a difference. Headquarters should be in the place with the most traffic. Provides for better management. Same is the case with PIA. 70% of PIAs air traffic is through Lahore and Islamabad, yet the headquarter is in Karachi. MQM has historically opposed the moving of PIA to Lahore, as they have a bhatta stake in it. Any plane that needs repairs has to be needlessly flown to Karachi, costing millions.
Railway is the victim of corruption. Thanks to Zardari restoring all the sleeping ex-jiyala employees to Railways, PIA, State Life etc, these organizations have suffered massively. Billions were taken in loans just to pay these free loaders their back pays…and now that they have run out of those loans, these organizations dont even have money for diesel, or salaries.

Racism is an easy way out for some people, as it diverts attention from the failures of PPP, but facts cannot be denied.

As far as I know most traffic for PIA is through Karachi. Many airlines don’t fly to Lahore and Islamabad. Karachi being the port city is very important, and at one stage there were suggestions of the city to be developed on the lines of hongkong but it couldn’t materialise due to terrorism there.
