^ making railways a provincial subject won’t solve the problem. As an after effect some provinces will have trains and others won’t. Similarly if a person wants to travel from Peshawar to Karachi, will he change the train thrice for reaching his destination?

Within the provinces no one uses trains now, buses are more than sufficient.

The solution is restructuring of the department, curbing corruption and induction of staff on merit. The headquarters can be moved to Karachi or Islamabad, doesn’t make any difference.
