For those in the intitial stages of starting up a new business (in this case retail) is it worth splashing out on PR?

What kind of business ? Online ? Brick and mortar store ? What is the target demographics ? What is the price range ? What are you selling ?
If you do not want to spend on advertising ( that is what I guess you mean by PR) then how do you expect your customers to find you ? Do you have ESP to communicate with them ? 
People spend years to go to the college and then in the field 
to come up with the right answer to your question and you expect a yes or no answer by providing an iota of information.
You think those experts have ESP to find out answers to all those questions ? 
Just pulling your leg , but seriously you have to provide lot of information before you can expect some advice.
Are you really asking about PR, or about, marketing, advertising, promotions, etc?
