man, if my mom shows up at my wedding in boring beige or a simple plain black sari or the equivalent, i’m gonna be pissed off. shes the mother of the bride, and she better be dressed up and looking good! people will be looking at her for sure and she’ll be in 80% of the pictures 
same for his mom. i mean, like you said, everyone knows who the bride is and unless the mom is wearing the exact same jora as the bride, she has every right to dress up as much as she wants, IMHO.
