General Assembly for change without the backing of the African nations, which have their own proposal for reorganizing the Security Council.
Look it doesn't matter. China will block it regardless. You need 2/3rds to sign in the GA. Then 2/3rds need to ratify and then all the P5 have to ratify it. US will not allow Germany. China will not allow Japan. Nobody wants India. The African Group won't get it because South Africa, Egypt and Nigeria will be at odds over the 2 Permanent Seats.
We don’t have illusions (or delusions in India’s case) of wanting to a world power. India wants to be a world power, but it still has to beg and scrape for support, which it still has not got for it’s long cherished dream of an UNSC seat.
^ of course there are no illusions for Pakistan. To compare India to Pakistan is like comparing a cable modem to dial-up, respectively. in one generation this world wil be very different. Read todays journal article on Eurpean competitiveness vis-a-vis US, India, China...it will make you hide uder your mullah.
You are also in the same boat as Congo DR, Sierra Leoone, and Somalia as well if you had cared to check. But none of that has helped your cause as well. You don’t have America, China and Russia on side, who don’t care too much for India’s being anywhere near the UNSC. In fact I understand the American’s support Japan quite vocally, but will not show India that same solidarity.
