Bush to install Bolton as U.S. ambassador to the United Nations

I’ll have comments when this actually occurs next week but 3 words that popped into my head upon hearing these reports are disappointed, ashamed, and embarrassed. Following the MSNBC article is a letter sent to Bush by a group of Senators asking him not to make the recess appointment as he (Bolton) was not truthful to the Senate Foreign Relations Committee.


WASHINGTON - President Bush intends to announce next week that he is going around Congress to install embattled nominee John Bolton as the U.S. ambassador to the United Nations, senior administration officials said Friday.
Bush has the power to fill vacancies without Senate approval while Congress is in recess. Under the Constitution, a recess appointment during the lawmakers’ August break would last until the next session of Congress, which begins in January 2007.

Two officials, speaking on condition of anonymity because the president had not made the announcement and Congress wasn’t in recess yet, said Bush planned to exercise that authority before he leaves Washington on Tuesday for his ranch. The House recessed on Thursday and the Senate’s break was scheduled to begin later Friday.

Earlier in the day, White House press secretary Scott McClellan gave the strongest indication yet that Bush planned to do so, noting that the U.N. General Assembly has its annual meeting in mid-September.

“It’s important that we get our permanent representative in place,” he said. “This is a critical time and it’s important to continue moving forward on comprehensive reform.”

Bush counselor Dan Bartlett said the president had not made a decision on whether to make a recess appointment.

“He retains that right to do, but he will continue to work with the Senate as long as he can,” Barlett said. “But he has not made a decision.”

Could affect Bolton effectiveness, Roberts nomination
On the other hand, an end run around the Senate confirmation process would certainly annoy senators — particularly Democrats — at a time when Bush’s nomination of John Roberts to serve on the Supreme Court hangs in the balance. It also could hamper Bolton at the United Nations, by sending him there as a short-timer without the Senate’s backing.

“There’s just too much unanswered about Bolton and I think the president would make a truly serious mistake if he makes a recess appointment,” Sen. Joseph Biden of Delaware, the top Democrat on the Foreign Relations Committee, said in an interview.

Bolton’s nomination, announced in March by the president, was controversial from the start and has been stalled in the Senate by Democrats.

Critics say Bolton, who has been accused of mistreating subordinates and has been openly skeptical about the United Nations, would be ill-suited to the sensitive diplomatic task at the world body. The White House says the former undersecretary of state for arms control, who has long been one of Bush’s most conservative foreign policy advisers, is exactly the man to whip the United Nations into shape.

Concern over truthfulness to Congress
This week, critics raised a fresh concern, saying Bolton had neglected to tell Congress he had been interviewed in a government investigation into faulty prewar intelligence on Iraq.

The State Department said Thursday that Bolton was interviewed in 2003 by the department inspector general. The office was conducting a joint investigation with the CIA into allegations that Iraq attempted to buy nuclear materials from Niger. Bolton had earlier submitted a questionnaire to the Senate in which he had said he had not testified to a grand jury or been interviewed by investigators in any inquiry over the past five years.

Republican Sen. Lincoln Chafee said he would vote against Bolton — if given the chance — and would oppose a recess appointment if it is accurate that Bolton’s form was originally incorrect. “Any intimidation of the facts, or suppression of information getting to the public which led us to the war, absolutely should preclude him from a recess appointment,” said Chafee, of Rhode Island.

Also Friday, 35 Democratic senators and one independent, Sen. Jim Jeffords of Vermont, sent a letter to Bush urging against a recess appointment. “Sending someone to the United Nations who has not been confirmed by the United States Senate and now who has admitted to not being truthful on a document so important that it requires a sworn affidavit is going to set our efforts back in many ways,” the letter said.

In light ofthe fact that John Bolton was not truthful to the Senate Foreign Relations

Committee on the questionnaire he swore was truthful, we ask that you do not make a recess

appointment ofMr. Bolton to be the Ambassador to the United Nations and instead submit a new

nomination to the Senate.

Mr. Bolton’s excuse that he "didn’t recall being interviewed by the State Department’s

Inspector General" is simply not believable. How can you forget an interview about an issue so

important that the United States Senate unanimously passed an amendment stating that Congress

supports "the thorough and expeditious investigation by the Inspector General of the Department

of State and the Inspector General of the Central Intelligence Agency into the documents … that

the President relied on to conclude that Iraq had attempted to obtain uranium from Africa"? The

amendment was cosponsored by the Chairmen of both the Foreign Relations Committee and the

Intelligence Committee.

Mr. President, we know you are engaged in an effort to strengthen our relationships

throughout the world. Sending someone to the United Nations who has not been confirmed by

the United States Senate and now who has admitted to not being truthful on a document so

important that it requires a sworn affidavit is going to set our efforts back in many ways.

Bolton's the perfect man for the job! If we can't get out of the blasted UN, at least we'll have someone who won't be "Kerry-esque" in representing US interests.

The more you screw up, the more likely you are to be promoted in this administration. This is just another small piece in the big puzzle that wlll place this administration as the most ineffectve and ridiculed of all time. Only 39 months and and 2 weeks left!

The US is not well liked in the UN. Alot of negotiations are done not on national basis but on personal capacity as a man or women. If the UK Ambassador says something or the Algerian, people listen because they know they are men of top caliber. The US is pushing the divide even further by making Bolton the Ambassador. Btw what will he cover? Ambassdor Shiv covers economic and social issues. Ambasssador Shirin covers security i believe. So what will Bolton do - Just to point out the US has 4 Ambassador's to the UN. I am guessing Bolton will be the PR.

One of the reasons it is mired is because there are too many people in the establishment. Like Pakistan has a quota of 22 places but we have 27 actually at the highest levels. Countries like the US and the UK have a quote of roughly 300 each. But they have a representation of 500 plus. What you have is too many people and they are all from the West. If you are cut them off you are going to be getting rid of more Americans in jobs than anybody else.

We need to shut the UN down..there is really no need anymore. It is perhaps the most dysfunctional organization in the world. I think US should do what it is doing on the Environmental treaty front…create your own paradigm. The only countries relevant in the future are going to be US, China, India, BRazil and Russia with the second tier going to the UK, Aus, Japan, Germany..lagging behind will be the frenchies and the rest of the EU morons…rest are inconsequential. They will follow and do as they are told. Pakistan can lead that bloc. :jhanda:

Actually move the UN to Europe. I would be happy. However your city would not be happy. 191 missions. 200 NGOS have their offices here. They have at minimum 5 staff per mission. Which is what?

400 * 5 = 2000

Now a majority live on Manhattan and say they pay 2000 dollars for rent alone. That is a total of 4,000,000 dollars a month. Now bring that per year and add the fact that the UN has a fixed staff of nearly 5000 people, excluding these 400. Not to mention all those from other offices and the like. How much money would the city of New York lose out if they dismantled the UN? I know for a fact that there are many cities who would love the investment if the UN moves.

Don't forget all the money comes into NYC for these diplomats to live and buy stuff in NYC.

Let me see…this is a drop in the bucket. Do you know the property value and related conversion to residential that will yield $$ to the realestate market in the NYC? Siht the medium term impact will be enough to get the returns back in 5 yrs. People always come to NY. The reason the propety values don’t drop in Manhattan is because this is it. We will get residents who pay taxes, don;t rape their maids and further more imagine the parking spots that will open up.

$4M a month? that is how much 3 buildings colect in rent on 1st and 54th. :hehe: good riddance I say.

first, I think Manny is going to the Reds for Dunn and Jr.

However, the loss of the UN would be made up in less than a year just in property taxes paid when the UN sells the buildings.

And, perhaps an overinflated sense of self-importance runs amok in the diplomatic crowd, but the “financial analysis” is really less than a drop in the bucket:

Actually from what i know from the 5th committee. The UN will never sell its buildings. The idea with the buy out is to use the extra space to rent out. That would add money to its regular budget. However this was not been brought to the table as the UN is refurbishing all the buildings and will be moving down town for roughly 10 years in what 2007 or 2008. Additionally the UN owns around 12 buildings on 1st Ave.

Btw pin head that is the minimum for 4 million a month and only for 400 people. The Indonesian Mission is valued at 3.5 million dollars. The Saudi one is even more etc etc.

Anyway back to Bolton. A majority of the people will not be happy. The US has had a rough GA session last year and they are gonna have a worse session this year if Bolton joins.

Wasn't it last year the US tried to get the Human Rights Commission dismantled? Wasn't it last year that countries brought 7 resolutions against the US's own Human Rights Violations?

Things are not better in Sudan as the US has not allowed peace keepers to be sent. For the AHAG of Burundi, Haiti and Guinea Bissua, the US tried to get rid of all three. Best Tsunami relief effort? The UN. 5 billion dollars pledged. 3 billion raised. Domestic relief? The UN. The management of assets and projects? The UN. Look up your facts.

Unless the US participates it blocks it. It is not an issue of the US doing it. It is an issue of the US not blocking it.

Btw pin head, 5000 are the P staff of the Secretariat. That does not include UNFPA, UNDP, UNICEF and the 4000 G positions that americans make up. At minimum you have 15,000 working with the UN who each pay at minimum 2000 dollars in rent. Lets make it 1000 even. Do the math.
